Dr. John R. Wetsch, IT Director of Academic Services

Dr. John Wetsch has the overall responsibility of leading the agency’s IT business units including Exceptional Children, Accountability, Finance and Business Services, NC WISE, and Instructional Services.

John joined NCDPI in July 2006 as the NC WISE Program Director.  Prior to joining NC WISE, he worked for 18 years in the federal and private sector managing, implementing and supporting large scale information technology projects for the U.S. Air Force Space Command, the U.S. Courts and the U.S. Postal Service.  Serving fifteen of these years with Northrop Grumman Corporation, John was recognized as a Technical Fellow from 1997 – 2006.

John earned bachelor’s degrees in physics and philosophy, master’s degrees in astronomy and historical astronomy, and a doctorate degree in information systems.  He is a seasoned instructor, having taught classes in science and information systems at colleges and universities across the country for the past 21 years.   He authored a book on UNIX System Administration, and currently serves as an adjunct professor at North Carolina Wesleyan College teaching classes in Computer Information Systems.  He also serves as Vice-Chair of the Board of Trustees of Excelsior College in Albany, New York.  He has received numerous honors and awards including Who’s Who in America, Who’s Who in the South and Southwest and Who’s Who in Science and Engineering.  John was internationally recognized by Computerworld magazine as one of the Top 100 Premier IT Leaders for 2009.

 

Annette Murphy, Director, TS Project & Quality Management Office/Division

Annette Murphy has the overall responsibility of leading NCDPI’s Technology Services Project & Quality Management Office/Division (TS P&QMO).  Her division provides Project Management, Quality Control and Testing, Configuration Management and Quality Assurance Management.  Through the efforts of the staff of the TS P&QMO, they are responsible to plan, build and execute projects on time, with reliable quality, to support the needs of the LEAs, schools and internal DPI customers in achievement of their goals. Annette has a varied technical background and strong history supporting the business needs of the agency.  She joined NCDPI in September 1979, and has held many IT positions since then, including developer, trainer, help desk support analyst, business analyst, project manager and director.  Annette holds an associate’s degree in Business Administration/Medical Science from Hardbarger Business College, an associate’s degree in Information Systems Programming from Johnston Community College and is a certified Project Management Professional (PMP).

 
Betsy Baugess, Software and Data Management Manager

Betsy Baugess manages the group responsible for the NC WISE data, SAS Adhoc Reporting tool, EDI, and the custom software associated with NC WISE. Her team supplies custom reports and extracts and other data services to all NC WISE schools and DPI. Baugess has a varied technical background in the corporate world and a strong history supporting customer data and providing software support and development. Within NC WISE she has worked with Quality Assurance and served as YET prime.
Betsy holds BA and MA degrees in English from Old Dominion University and a MS degree in engineering with an emphasis in computer design from Penn State University.

 
Robin Burley, Operations Manager

Robin Burley co-manages NCDPI’s IT Operations, focusing on training and support of enterprise-level applications. The IT Service Delivery Division is dedicated to providing application administration as well as LEA and NCDPI staff training for each of the business areas within the enterprise. In 1996, Robin began his efforts to support public education and its improvement through the use of technology with Tyrrell County Public Schools, where he was a Network Specialist for a decade. An NC EPFP alumnus, he has previously served as president for NCDPI's North Eastern Technology Users Group. He currently represents NCDPI by serving on the NCDPI LEA Council and is a member of the MCNC Collaborative Services Working Group. He received his bachelor’s degree in Business Administration with a concentration in IT Security and IT Management, and he is certified in IT Service Management/ITIL.
 
Rodney McLaurin, Operations Manager

As the NC WISE Operations Manager, Rodney McLaurin is the liaison between NCDPI and ITS coordinating infrastructure changes and additions to the NC WISE architecture. McLaurin brings extensive experience in the management, development and implementation of database systems.  He received his bachelor’s degree in computers and information systems from North Carolina Central University and an MBA in management from Strayer University; and has worked for a number of organizations including State ITS.

Never give your user name and password identification to unknown callers during telephone solicitations or in email. The Department of Public Instruction will not ask for your user account and password information for NC WISE. Any misuse of personal identification should be reported via email to security-group@dpi.state.nc.us.
